Immature males have them but not as fully colored as a mature male. You might have been watching a mature male. Plus they will flare them a bit when showing off. THem and the Yellowheads tend to nest near water, especially marsh. Brewers which are much more "boring" in regards to color, but fun to watch antic wise, tend to be more suburban, in the arborvidae "type" bird. They also love to attack passerbys. The red winged probably has the nicest sound. Yellowheads are borderline obnoxious.
